Board Members



The Baltimore City Board of Estimates consists of five voting members: the Mayor, President of the City Council, the Comptroller, the City Solicitor, and the Director of Public Works. The President of the City Council serves as President of the Board of Estimates, and the City Comptroller serves as Secretary to the Board.

Pursuant to the Charter of Baltimore City, Article VI Section 2, the Board of Estimates formulates and executes the fiscal policy of the City.

From time to time, in furtherance of these duties, the Board promulgates rules, regulations and conducts hearings. Each year, the Board adopts an Ordinance of Estimates and presents it to the City Council. Prior to the adoption of the Ordinance of Estimates, the Board makes public the Director of Finance's recommended operating budget and the Planning Commission's recommended capital budget and long-range capital improvement program.

The Board of Estimates is also responsible for awarding contracts and supervising all purchasing by the City. All bids made to the City in response to the formal advertising procedures are opened by the Board of Estimates, which awards the contract to the lowest responsive and responsible bidder.

BOARD MINUTES Minutes of the proceedings of the Board of Estimates are available in the Office of the Comptroller, Room 204, City Hall, 100 North Holliday Street, Baltimore, Maryland 21202. Minutes may be reviewed on the premises or photocopied. Minutes are available approximately 45 days following a Board meeting. Please contact the Comptroller's Office to verify availability.

BOARD AGENDA The administrative staff of the Board of Estimates prepares the Agenda for Board of Estimates meetings from submissions from City Agencies. The agenda submission deadline is 11:00 a.m. on the Thursday preceeding the Wednesday meeting, unless otherwise notified. All agencies must submit requests for Board of Estimates approval in the approved format.

Copies of the Board of Estimates Agenda are made available in limited quantities on the day of the meeting in room 215. The agenda is posted on-line on Monday afternoon before the Board of Estimates' meetings. Click for latest copy.

The President's Memorandum for each Board of Estimates meeting is posted no later than the close of business the preceding Monday.

ORDINANCE OF ESTIMATES The proposed Ordinance of Estimates includes a breakdown of the amounts stated for each program by categories of expenditure for personnel services; materials; supplies and equipment; debt service; and other categories designated by the Board. After submission of the Ordinance of Estimates to the City Council, public hearings are held.

Summary of the Adopted Budget for the current fiscal year

PROCUREMENT PROCESS The Board of Estimates is responsible for awarding contracts and supervising purchases by the City. For contracts in the amount of $50,000 or more, the Board uses a formal process which requires advertisements and has a deadline for submission. (Bureau of Purchases Solicitation Notices.) Formal bids are due on the dates advertised and must be received by 11:00 a.m.

CONTRACT AWARDS The Board of Estimates makes decisions on formal contract awards, informal contracts (under $50,000), extensions, increases to contracts and the rejection of bids at its Wednesday meetings

BID SUBMISSION Submission Deadline: Formal bids must be received by 11:00 a.m. on the date advertised. Late bids shall not be accepted.

BOARD OF ESTIMATES MEETING SCHEDULE The Board of Estimates meets each Wednesday at 9:00 a.m. and at 12:00 noon (12:00 noon for scheduled bid openings only) in the Board of Estimates Meeting Room, 215 City Hall, 100 Holliday Street. Board of Estimates meetings are open to the public. The schedule is subject to change.

Bids will not be opened on dates the Board of Estimates does not convene.

CURRENT BID RESULTS At 12:00 noon on each Wednesday, the Board of Estimates is in session to open and read publicly bids that are due on the date of the Board meeting. Formal bids are received and opened, and the list of bids received are available in the Office of the Comptroller, Room 204 City Hall. Bids may be reviewed after 2:00 p.m. on the Wednesday that they are publicly opened by the Board of Estimates. Bid results for the current and preceding two weeks may be viewed online.

OBTAINING COPIES OF BIDS AND OTHER MATERIALSThe fee to photocopy materials from the Office of the Comptroller, including Bids, Board of Estimates Agendas and Minutes is $1.00 per page. The Agenda and Minutes are available in Room 204, City Hall. Minutes are also bound and available. Researchers should contact the Office of the Comptroller at (410)396-4755 to determine if the items they need are available for circulation at the time of their request.

PROTESTSThe Board of Estimates Resolution on the Regulation of Board of Estimates' Meetings and Protests is effective February 05, 2014. Protest(s) should be submitted in writing by noon on the Tuesday preceding the Board meeting.
